Dr. Pikuei Tu is director of Duke University’s Policy and Organizational Management Program and a faculty member at the Interdisciplinary & International Studies and Markets & Management Studies. Duke University is world-renowned for its excellence in education, research, and health care. Professor Tu’s teaching and research encompass international development policy, public and private sector strategies, leadership, health behavior, and organizational behavior.
Under Dr. Tu’s leadership, the Policy and Organizational Management Program develops and conducts research projects with academic, public and private institutions; it also provides customized executive education, consultation, and initiative design for ranking international government officials and private enterprises on a range of topics, including public management, leadership, global health, quality and performance evaluation, relationship marketing, crisis management, quantitative methods, and education. The unique approach of integrating disciplines and methodologies in teaching, research, exchange, and practice is a distinctive feature of the Program.
Professor Tu has more than 25 years of experience in designing custom programs and working directly with international dignitaries such as former Presidents of Mexico, Argentina, and Colombia, Constitution Justice of South Africa, and U.S. ambassadors. Her experience also includes consultation for international organizations and research institutes, foundations, non-governmental organizations, public agencies, and corporations. She serves as a board director to the Environmental Quality Protection Foundation. Dr. Tu has also been involved in public service in the local area. She served on the Personnel Appeals Committee and Pay Plan Review Committee at the Town of Chapel Hill, North Carolina.
Professor Tu received her doctorate in educational leadership with a concentration on organizations and social behavior at the University of North Carolina at Chapel Hill. She holds a master’s degree in international development policy as well as a graduate certificate in Latin American Studies from Duke University, and an MBA with a food and agribusiness focus from Santa Clara University.

Tracy Gruber serves as the Executive Director of the Utah Department of Health and Human Services (DHHS). Appointed by Governor Spencer J. Cox, Tracy led the historic 2022 merger of what would become the State of Utah’s largest agency.
Director Gruber works to create an environment in which the individual professional development needs and strengths of each of the 25 departments within DHHS are met to produce their best work, which in turn produces the best outcomes for the people served by the Utah Department of Health and Human Services.
Before assuming her current role, Tracy served as the Director of the Office of Child Care at the Utah Department of Workforce Services (DWS) and as the Senior Advisor for Utah’s Intergenerational Poverty Initiative. Her diverse career in public service and advocacy includes:

She holds an undergraduate degree from the University of Wisconsin-Madison and a Juris Doctor from the Chicago-Kent School of Law.

Dr. Puthiery Va serves as the Director of the Maine Center for Disease Control and Prevention (Maine CDC), where she oversees the state's public health programs, policies, and initiatives, and leads a team of dedicated professionals who work to protect and improve the health of Maine residents. A seasoned physician and epidemiologist, Dr. Va brings a unique global and community-focused perspective to Maine’s public health infrastructure and clinical leadership.
At the Maine CDC, Dr. Va is a vocal advocate for promoting health across the entire lifespan, emphasizing that the resilience of Maine’s communities depends on lifting up the voices of its most vulnerable members. Her journey to leadership is marked by a profound commitment to health equity, shaped by her personal history and extensive experience serving diverse populations.
Before returning to Maine, Dr. Va built a distinguished career at the federal and community levels. As an Epidemic Intelligence Service Officer at the U.S. CDC, she was a frontline investigator during major health crises, including the Zika virus international response and mumps outbreaks. Most recently, she served as a physician and Public Health Director for the Indian Health Service (IHS) of the US Department of Health and Human Services in Navajo Area in Chinle, Arizona. In this role, she led public health initiatives for the Navajo Nation during the height of the COVID-19 pandemic, bridging the gap between clinical medicine and community-based health strategy.
Dr. Va’s dedication to public health is deeply rooted in her lived experience as a child refugee from Cambodia and her service as a Peace Corps volunteer in Burkina Faso, backgrounds that fuel her passion for humanitarian work and equitable service delivery.
A graduate of the University of Rochester, she earned her medical degree from the University of New England College of Osteopathic Medicine in Maine. She is board-certified in Internal Medicine and previously served as Chief Medical Resident at Jacobi Medical Center in the Bronx, New York, where she managed clinical care in one of the nation's most complex urban environments.

Melissa Stafford Jones is the president and CEO of the Public Health Institute (PHI), where she leads the organization’s work to strengthen public health practice and advance health, well-being, and opportunity for communities nationwide.
Melissa’s career is grounded in a deep commitment to equity and to ensuring that all people, especially those facing the greatest barriers, have the opportunity to thrive. She brings decades of experience working at the community, state, and national levels, translating policy into action and building cross-sector partnerships that deliver measurable impact where people live, learn, and grow. Her leadership spans the public, nonprofit, and philanthropic sectors.
Before joining PHI, Melissa served as director of the Children and Youth Behavioral Health Initiative at the California Health and Human Services Agency (CalHHS). In this role, she partnered with local health departments, community-based organizations, and sister state agencies to reimagine California’s children and youth behavioral health system. These efforts helped establish an integrated, prevention-focused ecosystem in which children and youth are routinely screened and supported for mental health and substance use needs, with a strong emphasis on early intervention.
Earlier, Melissa was executive director of the First 5 Association of California, where she led statewide strategies to advance early childhood policies centered on the whole child and the whole family, supporting communities to strengthen systems that promote lifelong health and well-being from the earliest years.
At the national level, Melissa served as regional director for the U.S. Department of Health and Human Services (HHS) Region IX under the Obama administration from 2014 to 2017. In this role, she worked with state and local leaders, community partners, and elected officials to implement the Affordable Care Act, expand access to health care and social services, and improve health outcomes for diverse and underserved populations.
Melissa has also served as president and CEO of the California Association of Public Hospitals and Health Systems and as executive director of the Dean & Margaret Lesher Foundation.
She holds a Master of Public Health from the University of California, Berkeley, and a Bachelor of Science in biology from Saint Mary’s College of California.

Cheryl Lin, PhD

Dr. Cheryl Lin is Co-Director of the Policy and Organizational Management Program and on the faculty of Markets & Management Studies at Duke University. She teaches marketing management, service quality, consumer psychology, health research, and international business. Her research focuses on interdisciplinary approaches to consumer insights, social influences, behavior economics, and decision science. She was the faculty lead of two Bass Connections projects-- Duke’s cross-departmental competitive research initiatives.
Professor Lin has extensive experience in innovative program development, curriculum design for immersive executive training, and facilitating high-level knowledge co-creation through fostering community of practice. She served as a reviewer for Fulbright Fellowship at Duke University and was awarded a visiting professorship at the American Advertising Education Foundation.
In addition to her academic endeavor, Dr. Lin served on the board of directors of the Chapel Hill Downtown Partnership for six years, appointed by the City Council to help promote economic prosperity. She is a board member of the Koo Foundation’s Cancer Center Biobank and Ethics Review Board and McKinney’s Cross-Sector Advisory Board. She also serves as the co-convener of the Duke-Taiwan Ministry of Health and Welfare symposium since 2006 and leads international exchanges of senior health and human services officials. In 2010 and 2018, Dr. Lin received the prestigious Health Services Medals from the Taiwan Department of Health and the Ministry of Health and Welfare, respectively.
Dr. Lin holds a doctorate in education and business administration from the University of North Carolina at Chapel Hill, a master’s degree in economics from Duke University, and a bachelor’s degree in economics from the University of California at Berkeley.

Bruce Greenstein

Bruce D. Greenstein has spent the past 30 years in healthcare, with leadership experience spanning both the public and private sectors.
As Secretary of the Louisiana Department of Health (LDH) since 2025, Greenstein leads the state’s largest agency, overseeing a budget of more than $20 billion and a workforce responsible for delivering services to millions of Louisianans. LDH protects and promotes health through Medicaid and the Offices of Public Health, Behavioral Health, Citizens with Developmental Disabilities, Aging and Adult Services, Women’s Health and Community Health, and Emergency Preparedness. Most recently, he led the integration of SNAP services into the department, expanding access to medical, preventive, and rehabilitative services for Louisiana’s most vulnerable residents.
Greenstein has held senior leadership roles at the federal and state levels. In 2017–2018, he served as Chief Technology Officer at the U.S. Department of Health & Human Services. Previously, he was Secretary of Health for the State of Louisiana under Governor Bobby Jindal. Earlier in his federal career, Greenstein worked at CMS, where he oversaw Medicaid Managed Care and Waivers and Demonstrations.
Between government roles, Greenstein has held senior leadership positions in the private sector. He served as Director of Strategy and Innovation at the nation’s largest post-acute care company and previously led Microsoft’s worldwide Health and Human Services business division. His experience also includes operational leadership in behavioral health, as well as time in venture capital and private equity.
Greenstein is a health economist by training, and graduated from Florida State University with a Masters of Science and graduate certificates in Healthcare Policy and Administration and Public Administration and Policy. He currently serves on the boards of a publicly traded healthcare company, a health technology company, and two private equity-backed companies focused on the home health market. He has also been an advisor to the health informatics programs at George Washington University and the University of Louisiana.

Dennis Worsham

Dennis Worsham is currently serving as the Secretary for the Washinton State Department of Health. He has over 32 years of public health experience. He previously served as the first Director of Snohomish County’s Public Health Department. Dennis is a thoughtful, collaborative and strategic leader committed to advancing health equity and key improvements across the public health system. With a background in and deep understanding of organizational assessments, leadership strategies, and systems frameworks, Dennis brings a multifaceted and deeply human-centered approach to leadership.
Over the years, he has held several state and local executive leadership positions, including Deputy Secretary for Health at the Washington State Department of Health (DOH) and Interim Director of Public Health – Seattle & King County. His broad professional experience spans roles such as Deputy Director, Chief of Policy, Community Partnerships and Communications, Regional Health Officer, and TB Control Program Manager. Earlier in his career at Snohomish Health District, he served as HIV/STD/Hepatitis Program Manager and worked as a health educator for the LGBTQ+ community during the height of the HIV/AIDS epidemic.
A Washington native, Dennis grew up in the small town of Othello in the Eastern part of the state and attended Eastern Washington University. Being part of a close-knit community instilled in him a deep appreciation for cultivating relationships, trust, and collective responsibility. This upbringing shaped his leadership philosophy and action—the importance of listening, honoring lived experiences, and forging solutions that work for everyone. His family remains rooted in Washington, reinforcing the values of connection to community and public service that continue to guide his career.
As Secretary of Health, Dennis is dedicated to defending and strengthening Washington’s public health system and infrastructure by partnering with Tribal, state and local health officials in both public health and the healthcare system, He is committed to ensuring accessibility and addressing systemic inequities that impact communities at scale. His nuanced understanding of population and individual-level health impacts enables him to craft strategies and support policies that foster resilience, improve outcomes, and promote health justice for all.
